County staff recommends $727,955 TK Elevator modernization for Ashby Street elevators

Fauquier County staff told the Board of Supervisors the county received a single responsive bid from TK Elevator to modernize both elevators at 29 Ashby Street for $727,955, and recommended the county administrator be authorized to award the contract.
"We received 1 bid from TK Elevator... in the amount of $727,955," procurement staff said, noting the bid was reviewed for responsiveness and responsibility and that funding would come from the county’s facilities reserve. Staff also said they will work with TK Elevator to inspect other county elevators and develop a multi-year plan for future modernization needs.
Supervisors pressed staff on budget timing and whether the expense had been anticipated. One supervisor noted that typical facilities CIP planning focuses on HVAC, roofs and parking, not elevators, and asked whether the county had anticipated this level of expense. Procurement staff said the elevators have had frequent failures for over a decade and that a facilities reserve was established two years ago to cover such projects.
Staff described market research comparing similar awards across the state and said that while the county’s single bid was substantial, it was within or below other single-bid awards they reviewed. The board did not take a formal vote during the morning session; staff presented the resolution on the consent agenda for action at the evening meeting.
