Saginaw council approves advertising proposed FY 2026–27 tax rate after budget presentation

Kim Quinn, the city budget presenter, told the council the proposed fiscal 2026–27 budget is based on the de minimis tax rate after a late correction to taxable values delayed final calculations. "The proposed budget is using the de minimis tax rate," Quinn said, explaining staff received recertified TAD numbers only the prior Monday.
Quinn reviewed revenue and expenditure changes and the public schedule: the city will advertise the proposed rate this week, hold a public hearing on Aug. 4 and reconvene for a final tax-rate and budget vote on Aug. 11. Mayor Pro Tem opened and closed the required public hearing; a council member moved to "approve the proposed tax rate as presented," and the motion passed. Staff said the record vote is required to publish the advertisement under state law.
Quinn also outlined the tax-rate calculations staff used, distinguishing the no-new-revenue rate, the voter-approval rate and the de minimis rate; she said local certified values produced a de minimis rate of about 58.6649¢. Using median taxable value, Quinn said the typical homeowner would see roughly a $100.21 increase in annual property tax under the proposal. The council’s vote to allow advertising does not finalize the tax rate, which would be adopted at the Aug. 11 meeting.
