Board adopts temporary RV permit rules with River Pines exemption; approves ADU code updates to conform with state law

Chuck Beatty of the Planning Department presented two land-use actions. First, the board considered an ordinance creating an administrative pathway for temporary RV occupancy intended to provide short-term housing flexibility: permits would be limited to 20 new authorizations per year (cumulative), one permit per parcel, term of one year renewable, requirement to connect RVs to the main dwelling utilities (no generator primary power), adherence to zoning setbacks, and a prohibition on short-term rentals. After discussion about renewal mechanics and parcel-size concerns (notably in River Pines), the board approved the ordinance with an explicit exemption for properties within the River Pines Public Utility District.
Second, planning staff recommended county-code amendments to accessory dwelling unit rules required by state legislation (Government Code Title 7, Division 1, Chapter 13). The updates codify several state requirements, clarify that ADU construction cannot trigger sprinkler requirements if the main dwelling is not sprinklered, adjust the detached ADU height allowance consistent with state language, expand parking rules for detached ADUs, and restate nonpunitive permitting pathways for preexisting unpermitted ADUs. The Board adopted the ADU code amendments as presented.
