Responding to Commissioner Lindsay’s questions about renewals for vendors such as Davey Tree and Tom Sod and how the city monitors renewals, City Manager Randy Knight and procurement staff said departments are asked before renewals are exercised, the city evaluates vendor performance, and staff solicit market pricing in advance of final renewal options. Procurement staff said final renewals are typically re-solicited roughly four months before expiration and that the new procurement policy lengthened initial contract terms to three years to help stabilize pricing.
Procurement staff also described recent competitive solicitations for janitorial services and pest control to secure better pricing; they said negotiation and invitation-to-negotiate tactics have reduced pressure on the budget in some contracts. After discussion the commission moved, seconded and voted to approve the consent agenda unanimously.
