Chris Kaba, chief of the transportation division with the York County Planning Commission, presented the Go York 2050 update and described it as both the county's transportation element of the comprehensive plan and the York Area MPO long-range plan. Kaba said staff developed eight scenarios and grouped them into four broad themes; the plan identifies 16 ordered objectives, with the highest-priority concerns being safety hazards, barriers to active transportation, fragmented funding and inequitable access.
Kaba said the plan includes strategies spanning safety, congestion management, bicycle and pedestrian facilities, transit planning, freight and major capital projects, and that the full plan outlines specific action items tied to each strategy. "Everything is spelled out in the plan," Kaba said, and he offered to provide commissioners with a condensed, easier-to-read summary of the action items rather than the full 300-page document.
