The equipment choice follows a rapid evacuation on the July 4 weekend when commissioners and park staff said the existing PA system failed to reach the crowd. Park Ranger Captain Pete Cielio described the operational gap: "This new system will enhance our ability to do real time communication with the public," and said remote video capability would also help deter crime and provide records of incidents. Commissioners emphasized coverage of the promenade and adjacent park areas and asked staff to confirm that the proposed layout extends from Dearborn Avenue to Northgate.
Commissioners also discussed technical details, including different fixed-camera types and speaker placement to extend messaging into interior park areas. One commissioner noted an incremental speaker cost of roughly $1,000 and suggested the resolution be approved "subject to additional speakers as recommended by the consultants," language the commission adopted. During debate staff clarified the resolution already authorizes staff to take actions necessary to carry out the purchase, provided documentation is substantially consistent with the proposal.
The roll-call vote recorded Commissioners Klein, Cunningham, Nathan and Marino and President Carrie Zuckerman as voting yes; the resolution passed. Staff said the Rye Police Department will have access to the system and that procurement and installation will proceed under the authorized purchase order. The commission did not set a publication timeline for camera footage policy during the meeting; staff will handle contract execution and follow-up as authorized.
