Kingsbury County approves bridge engineering; highway resurfacing bids exceed budget

Highway Superintendent Dave Sorenson told the board that work has begun on 425th Avenue and updated commissioners on several potential projects. Sorenson presented an estimate of $222,750 to apply mastic on 9.4 miles of 441st Avenue from Highway 14 to 218th Street and advised that figure exceeded the $150,000 he had budgeted; the board took no action on that estimate at the meeting.
Sorenson also presented an engineering estimate from Civil Design, Inc. for $53,915.55 to prepare Bridge No. 39-070-041 (north of Manchester) for bidding and to support a Building Infrastructure Grant (BIG) application. Commissioner Troy Nelson moved to accept the estimate and Commissioner Steve Spilde seconded; the motion carried. Toby Morris of Colliers Securities joined via Zoom and explained the county has three revenue sources for the current bond (TIF revenue, Riverview donations and RPP funds) and said he "would need numbers from the engineer before confirming the project can be done," indicating the bridge project's grant application and related road projects remain contingent on further cost estimates.
No final decision was recorded for the 215th Street project pending additional engineering numbers and a final accounting of available bond proceeds and TIF savings.
