Cascade County moves to state SB 440 reconciliation spreadsheet after 2024 balancing concerns

Cascade County's election office told the board it will stop maintaining a separate local reconciliation ledger and instead submit the state SB 440 spreadsheet required by the legislature. Election Administrator Terry Talps said the secretary of state's format was designed after a 2024 Balancing and Vote Audit (SAVA) issue in Butte and that counties must now show how ballots and tallies balance across reports.
"This was the 1st run at this spreadsheet, and there were many hours last night that I spent with secretary of state truing up, the numbers and how the spreadsheet works," Talps said, describing direct work with state staff to align the county's tabulation outputs with the new template. Talps cited statute 13-15-113 as the legal authority for the statewide canvas reporting requirement and provided commissioners with the printed law and the secretary-of-state instructions for each column on the SB 440 sheet.
