Millinocket accepts FAA runway grant; town still faces roughly $6.6 million share

The Millinocket Town Council voted to accept FAA grant documentation covering a runway reconstruction project that lists federal funding of $7,760,046, state DOT funding of $204,212, and a town share of $6,647,299. Town staff said the original FAA amount covered part of the scope and the new documentation expands the project to full length and width, increasing the town’s remaining balance.

Town staff advised councilors they have been working with congressional staff and other funding programs to reduce the town’s obligation and that bonds could cover the remainder if necessary. The town manager recommended pursuing programs that would allow delaying an initial payment for up to three years while staff continue to seek grants. Council authorized the manager to execute a reimbursable FAA agreement for equipment replacement (PAPI) estimated at $86,574.09 and accepted the larger FAA grant agreement on the record.

Several council members praised staff work and airport personnel for multi-year efforts. One councilor said, “we're very hopeful to receive [other funding] to alleviate most, if not all, of that remaining balance of the 6,000,000,” and the town manager said potential bonding options remain under consideration. The council recorded the motions and the measures passed; staff will proceed with executing the agreements and continuing grant pursuit.
