River Ridge CDD approves goals and performance measures to comply with HB7013

District staff and counsel briefed the Board on newly adopted state requirements (HB7013) that require special districts to set annual goals, establish performance measures and standards, and publish an initial report by Dec. 1, 2025.
Mrs. Adams, Mr. Pires and District Manager Chuck Adams said District Management and District Counsel collaborated to propose general performance measures and identified Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability as the primary focus areas for Fiscal Year 2025. The Board voted unanimously to approve the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form.
Staff added the December 1, 2025 initial report deadline to the District’s Key Activity Dates list. The Board did not here set detailed numeric targets at this meeting and directed staff to prepare the statutorily compliant initial report.
