Resident urges help moving downspouts after slab moisture, mold reported

Lynde Sorensen, an Oak Run resident, told the River Ridge Community Development District Board on Oct. 22 that her home has experienced water intrusion beneath the slab, causing buckling of the master bedroom wood flooring and mold under the floor. She said inspections found no plumbing or HVAC leaks and identified a floor-warranty issue; a leak-detection specialist recorded "very high moisture levels on the floor and concrete slab."
Sorensen said rainfall increased significantly while she was away and that stormwater ponded behind her unit, submerging underground downspouts. She asked the CDD and the homeowners association to help relocate downspouts and to install drain tiles around the unit's perimeter, and presented prior communications with the HOA. "She stated that she needs help to get the downspouts farther from the home, and to install the drain tiles," the resident said during public comment.
Board Chair Bob Schultz and staff noted that drain tiles are typically an HOA responsibility, while ponding controls might fall within CDD purview in limited circumstances. Operations Manager Shane Willis and District Engineer Charlie Krebs discussed historic drainage patterns near 27123 Sound Way and confirmed no established drainage infrastructure directly behind the unit; Krebs said the area had originally been an indigenous preserve and was later rezoned to Club land and is not part of the water-management system. The board did not make a formal directive at the meeting but acknowledged the resident's request and the need for HOA and CDD coordination on possible solutions.
