Kingsbury County approves placement‑agent and engineering contracts as TIF planning advances for 425th Avenue

Kingsbury County commissioners on Jan. 20 approved contracts to advance planning for road and infrastructure work on 425th Avenue, moving the proposed Tax Increment Financing (TIF) district toward a bid schedule that the county’s engineers said could reach award in mid‑February.
Toby Morris of Colliers Securities was authorized to act as placement agent for the proposed TIF after a motion by Commissioner Roger Walls and a second by Commissioner Corey Lundquist; the motion passed with all present voting aye. Civil Design, Inc. was also authorized to provide engineering services for the 425th Avenue project under a motion by Lundquist and second by Steve Spilde that carried unanimously.
Andreq Kangas of Civil Design presented an estimated project schedule: final plans and bid documents to the Highway Superintendent this week, a two‑week advertisement period beginning next week, a potential bid opening on Feb. 15, 2026, and an award on Feb. 17, 2026. Morris said he would need to request bond closing documents from the bank to meet that schedule. Chairman Kyle Lee had earlier asked to defer final action on the contracts until he could confer with Deputy State’s Attorney Todd Wilkinson; Wilkinson later informed the Board he had reviewed the contracts and saw no issues.
The Board’s consent to the contracts establishes the county’s next procedural steps: finalize plans, advertise for bids, and proceed toward award and bonding as the schedule allows. No construction contract was awarded at the Jan. 20 meeting.
