The Hancock County Area Plan Commission on July 28 determined that an amending declaratory resolution expanding a tax-increment financing (TIF) area "conforms with the plan of development of the county," the commission's presenter said.
Gary Poole, identified in the hearing as the presenter for the item, explained the package would add a group of parcels totaling about 581 acres and a smaller, separate parcel of roughly 117.6 acres. Poole said the change "is mainly to capture one orphan parcel to the south and to capture an area between our control and McCordsville's control to make sure that this group, through the commissioners, will be able to have some control of that in any future development in the area."
Commission members clarified that the plan commission's role is to compare the proposal to the county's comprehensive plan rather than to approve or administer TIF financing itself; the redevelopment commission (RDC) and county commissioners will handle TIF decisions and implementation. After a motion and second, the commission took a roll-call vote and recorded unanimous 'yes' votes from members present; the chair announced the motion carried.
The commission's determination files a copy of the amending declaratory resolution with the permanent meeting minutes so the RDC and county commissioners may reference it as the process continues. Next procedural steps: the RDC and county commissioners will review the filing and consider related TIF actions.
