The Upper Darby Zoning Hearing Board on July 28 approved a mixed warehouse and wholesale grocery proposal for 739 Sequin Avenue after the applicant supplied revised plans and answered questions about parking, loading and customer access. Attorney Zhen Jin explained the grocery would occupy about 4,820 square feet and the separate warehouse roughly 4,900 square feet; the grocery is intended to serve wholesale customers and small businesses in the African community.
Planner Demetria Monk said revised digital plans were submitted July 13 but lacked certain square footage details the township requested; after the applicant clarified the first‑floor usage and loading arrangements, the board asked the applicant and representative Franklin Dipen to describe orientation and deliveries. Dipen testified the primary truck loading dock fronts Seikan Avenue and that customers would not access the warehouse portion. After a brief executive session the board returned and approved the application conditioned on first‑floor use only and that any second‑floor use would require a separate application to the board.
“Most of them will be buying using their personal vehicles or vans,” counsel said of wholesale customers, noting the operation expects about 10 employees and will add a dumpster location if necessary. The board closed the record, discussed the application in executive session, and voted in favor of approval; a written decision will follow within 45 days.
