Developers present 46‑unit Red Pump Crescent townhome plan to Bel Air residents

Morris & Ritchie Associates presented a preliminary plan for Red Pump Crescent at a June 25 community input meeting in Bel Air, describing a seven‑parcel site of about 10.3 acres off Red Pump Road and a proposed layout of 46 single‑family attached townhomes. "We are proposing 46 single, family attached town homes and each house will have a two car driveway with a two car garage," said Andrew Halter, an associate with Morris & Ritchie Associates, during the presentation. The applicant told the room construction could begin in 2027 if the plan advances through county review.
The team said the plan would seek a natural resource district (NRD) adjustment because wetlands, intermittent streams and forested areas occupy a substantial portion of the site. They showed one full‑access driveway to Red Pump Road, a 24‑foot spine road with no on‑street parking, approximately 36 guest parking spaces, and active open space including a 0.3–0.4 acre park plus a trail loop. Utilities would tie into a water main on Red Pump Road and an existing sewer stub in the Blakes Legacy system. A traffic impact study and other technical documents were submitted to the county and are under review; the applicant said those submittals are publicly available through Harford County.
