Board raises septic plan-review fee to $1,200 to cover consultant costs

The Milton Board of Health agreed June 1 to raise the initial septic plan-review fee from $400 to $1,200, effective July 1, 2026, to ensure funds are available to pay the septic consultant, Paul Brogna, upfront. The department will require the balance of fees to be paid before issuing a certificate of occupancy.
The Health Director presented average past expenditures for septic reviews to justify the increase. The Board recorded its approval during the meeting; Chair Laura T. Richards and Member Deborah Milbauer voted in favor.
The new fee structure is intended to streamline consultant payment and align review costs with actual consultant expenses; the department will collect the balance prior to CO issuance.
