County staffer Kyle Long described how he used GIS filters to identify nine parcels that met the committee’s initial screening: at least 15 acres, presence of utilities, and in or contiguous to the city limits. Long provided details for each parcel — acreage, available utilities, residential-unit counts within 1,000 feet, flood-zone acreage and highway frontage — and labeled parcels green (met all criteria) or orange (met acreage but lacked utilities).
Long said he intentionally did not prejudice the list by assuming owners would sell; market values in his slides were shown only as rough baselines rather than appraised figures. Committee members said the objective criteria were useful but that owner willingness, sale price and annexation status also need confirmation before the committee recommends a parcel to the BOCC.
