Commission reviews ongoing enforcement and monitoring cases; Stony Brook signage and off-leash incident noted

At its April 22 meeting the Westford Conservation Commission reviewed a portfolio of enforcement and monitoring items and a pair of site-specific management matters.
Salem reported progress at 122 Carlisle Road, where required conservation posts were observed; at 43 Cold Spring Road the owners were reminded of an April 30 compliance deadline and potential fines; CSX had submitted its 2026 Yearling Operation Plan but had not acknowledged an Enforcement Order and staff may engage DEP or Town Counsel; and at 120 Main Street erosion controls were observed while remaining relocation items are staked out by engineers. Salem said he still needs a planting plan for 27 Tenney Road.
On Stony Brook Conservation Area matters, Salem said he would present tree-pruning exhibits for Depot Street parking and the camps at a special meeting and that staff conducted a site walk with Assistant Town Manager Mike Edwards, Facilities Director Jeff Goodwin, Recreation Director Michelle Collett and Public Works Director Kyle Fox to identify leash-law sign locations. During the walk staff encountered an off-leash dog whose owner became "confrontational and indignant," and the incident was referred to the Animal Control Officer for possible citation.
