Selectboard unanimously approves Tier 1B application to pursue downtown housing

The Fair Haven Selectboard voted unanimously to forward and submit a Tier 1B Act 250 application for downtown housing designation, which staff said could enable smaller-lot development with up to roughly 25 housing units on a 10-acre parcel.

Chad, a selectboard member who moved the motion, told the board: "I'll make a motion to forward, and submit the tier 1 b application to the state." Sam seconded the motion, and the Chair called the question; the board then voted in favor. Town Manager briefed members that Rutland Regional Planning Commission is assisting with zoning and subdivision updates needed to qualify for the designation.

Board members debated infrastructure implications, with one member asking whether additional parking plans would accompany new housing. The Town Manager said the application process requires a town plan, zoning regulations, and subdivision guidelines — items the planning commission and regional planners are finalizing — and explained the step mainly seeks relief under the Act 250 tiering system to encourage infill housing in designated downtown areas.

The decision directs staff to complete and submit the Tier 1B materials to the state; the application cannot be filed until September 1 under the stated schedule but forwarding the package begins the town's formal effort. The board did not set a construction timeline; further planning and permitting would follow state review.
