Hearing continues on converting seasonal camp in mapped flood hazard area; board to issue written decision

Applicant Mark Morrissette continued a hearing on May 6 seeking to replace an existing seasonal camp with a year‑round, single‑family residence at 466 Sleepy Hollow Lane in the Conservation (CON‑25) district. Morrissette presented revised plans showing a single‑bedroom design (with four bathrooms) for seasonal occupancy, two 2,000‑gallon underground holding tanks for wastewater, shifted gravel parking, and a porch relocated to the water side of the building. Katie Hill, the Zoning Administrator, distributed updated site plans and public comments received in the previous 48 hours and identified waiver needs for front and rear setbacks and lot coverage.

Neighbor Megan Price said she was concerned the camp had been abandoned and therefore might have lost any grandfathered wastewater sizing; ZA Katie Hill clarified that the zoning regulations allow a year‑round residence on the parcel and that the wastewater grandfathering relates to the historical bedroom count documented for the wastewater permit. Hill summarized requirements and recommended conditions that would be included in any approval, including removal of abandoned structures, obtaining wetlands and wastewater permits prior to site work, submission of a Flood Elevation Certificate and engineer review of foundation design prior to foundation construction, and limits on outdoor storage below the Base Flood Elevation. The board closed the hearing and chose to hold a deliberative session and issue a written decision (staff encouraged issuing the decision before May 20).
