During public comment a resident identified himself and urged the town to ensure department heads attend hearings and also raised concerns about town-owned Union Street parcels.
"My name is John Billings," the commenter said, and he urged more frequent department-head attendance at meetings. He also presented research and alleged the town "has broken title chain" for Union Street properties, stating "the town does not have clear marketable title to those properties" and asked the town to undertake a title search to avoid future litigation.
The chair reminded the commenter that public comment is not a forum for debate and that the subject will be noted for follow-up; the commenter specifically requested the town perform a title search and produce documentary evidence if available.
