Staff recommended counting newly entitled units after the council set the goal and tracking deed-restricted units and conversions; staff said units entitled prior to the goal’s effective date would not be counted.
Members asked whether municipal participation should be limited to jurisdictions that sign interlocal agreements; staff recommended including municipalities in eastern Summit County that agree via interlocal agreement and noted Park City would likely be excluded. The group also discussed reporting cadence and presentation: staff suggested a thermometer-style dashboard that can be updated monthly and included in annual reporting. Board members emphasized the need for clarity in the strategic plan on what is being counted and on targets by tenure (rental vs. ownership) for reporting purposes.
