Resident proposes cooling rules, EV-charger requirements and expanded composting during public comment

During the public communications period Diane Sussman presented several environmental and climate-oriented proposals she said Portland should adopt to respond to heat, emissions and waste.
Sussman suggested requiring businesses to keep entrance doors closed when air conditioning is running and the outdoor temperature exceeds 85°F, citing New York City and San Francisco examples; she proposed a hotline for reporting repeat offenders and suggested noncompliant businesses serve as cooling centers. "If businesses don't comply, let them serve as cooling centers," she said. She also proposed designating one downtown city-owned garage as EV-only and free for the first year while installing chargers and space for smaller cars.
Sussman recommended requiring all new hotels and multifamily housing to install free EV chargers and expand composting programs to multifamily dwellings, proposing free city-made compost distribution to encourage participation. She cited Palo Alto as an example for compost pickup programs.
These were public suggestions rather than council directives; the council did not take immediate action during the July 29 meeting but the proposals were acknowledged on the record.
