Library board asks Selectboard to put $10,000 expansion on the ballot; Selectboard agrees to draft wording

The library board asked the Middletown Springs Selectboard to put a $10,000 expansion allocation on the town ballot as a separate article so voters could approve it directly, rather than having the amount absorbed into the general budget.

"We would ask that you put it on the ballot as a separate item so that it can be voted on separately," the Presenter (Library Board) told the board, saying the library’s proposed operating budget represented the minimum needed to open and operate the new space and to meet grant and community commitments. Board members questioned whether a separate article would make the cost more visible or flag a larger tax increase to voters; staff stressed that certain legal phrases (including 'deemed necessary') must be included for town-voted articles.

After discussion about wording and statutory requirements, the Chair moved to include separate ballot wording for the library article and to have the town clerk review and finalize the language. The motion was seconded and the Selectboard voted to add the separate library wording to the warning; the Chair announced the motion passed 4 to 1. The board said it would circulate the exact wording in the preliminary warning and confirm compliance with the clerk and town attorney where needed.

The board also clarified the library’s contingency planning: the library board said if the article does not pass it will continue fundraising and adjust staffing plans to keep operating costs manageable without automatically increasing the town’s annual allotment.
