- Amendment 2 (timely response reporting): requires SPD and diversion providers to report when an officer requests a field diversion and whether the provider responded in a timely fashion (SPD will define 'timely' in policy; training referenced a 30-minute standard). Vote: 5-0 to adopt.
- Amendment 3 (involuntary transport authority): recognizes officers' authority under state law (RCW 71.05.1532) to take individuals in severe crisis into custody and transport them for emergency stabilization when appropriate. Vote: 5-0 to adopt.
Final committee recommendation to adopt the ordinance as amended passed 5-0; the recommendation will be transmitted to the full City Council for consideration on Aug. 4.
