Mayor and council clash over reserves and community services in Ludlow budget debate

Mayor Sarah Thompson and several councilmembers sparred in the council chamber on whether Ludlow should protect a large reserve balance or prioritize funding for services and capital projects.
Mayor Thompson told the council her proposed budget preserves $1.5 million in savings — "four months of operating expenses" — and warned that cuts in the mayor’s view would eliminate free events, remove Hollingsworth Field lights and delay community center and business-district improvements. "You can’t save so much that you aren’t investing in today," she said.
Councilmember Meagan Guthrie said she was concerned by the city’s fund balance and recent overspending and proposed a different budget that retains a targeted staffing increase in public safety: three full-time paramedics effective July 1, 2026. Councilmember Steve Chapman said he sided with the mayor, arguing reserves are sufficient to cover a gap between revenues and expenditures.
The disagreement prevented either competing budget from advancing; motions to call up each ordinance for a second reading failed for lack of a second, and council ultimately tabled the issue.
