Commission approves multiple property transactions, architect contract and accepts lawn-care RFQs

At its March 17 meeting the Hammond Redevelopment Commission approved several property and procurement items. The commission authorized acceptance of conveyance of residential parcels at 4147 and 4149 Homan Avenue (resolution 2026-06) to enable residential development. It also approved agreements to purchase three single-family homes with Reyes Dream Casas, Inc.: the Columbia Avenue parcel for $7,500, the Cleveland Street parcel for $12,500, and the Ames parcel for $15,000.
Commissioners also approved a CSK Architects PC proposal for renovations to 219 Russell Street (work attached to 5265 Homan Avenue) and accepted three responses to a request for qualifications for lawn care (Cruz Lawn Care; Myers; RBI Maintenance) with listed price tiers; the RFQ responses were referred to staff for further review. During public comment, Mark Kalwinski recommended a lawn-care crew that has worked for Pulaski Park neighborhood association, citing their good work.
The commission additionally accepted single offers for three properties (842 Michigan Street and 836 Michigan Street — Nextdoor Capital Management, $6,900 each — and 5639 Seoul Avenue — Keystone Communities, $1,100) and referred those proposals to staff for review. All property- and contract-related approvals and referrals were approved by roll call votes (5-0) or motions to refer to staff.
