Don Ferris appeared at the hearing with written authorization from applicant David Wolniewicz and asked the board for additional time to develop the proposal while the church continues to pursue candidates for pastor.
Zoning Administrator Katie Hill summarized outstanding issues including wetland delineation across much of the parcel, potential Act 250 jurisdiction, and the need to verify whether the existing wastewater system can support an additional residence. Don Ferris said the church has had a few interested candidates but that the "lack of affordable housing continues to be an obstacle" to hiring. The board voted to continue the hearing but set a firm deadline: the applicant must complete the application no later than the January 2026 Zoning Board meeting; the board noted the typical time allowed for an incomplete application is up to one year.
The board clarified that its earlier indication that a single-family residence might be allowable as an "accessory use" was not a final approval and that a full record and technical documentation remain necessary before any final permit is granted.
