Board: early artist engagement and an RFQ could follow design phase

Board members raised whether the bridge architects should design with art integrated from the start or whether artists and architects should collaborate from day one. A member referenced the High Line in New York as a precedent for designing expanded pedestrian spaces with gathering moments. Jocelyn (arts council staff) said the arts council has been communicating with the private developer (Dakota Pacific) and that the board would advise in an advisory capacity when the developer and project are ready.
Carl Miller said the process may differ from a typical 1%-for-art project: "We won't necessarily receive 1% of this revenue stream for this. However, instead, we anticipate carving out funding for the aesthetics and for the artwork on it." He suggested the team will likely present high/medium/low cost options later and that an RFQ or RFP for artist-led installations could follow in a later phase if the board recommends it.
