Salmon Recovery Council leans toward housing forum to address development pressure on habitat

Council members heard a presentation from Melissa Speake and Ashley Bagley on the Puget Sound implementation plan and the set of partner commitments the council can lead or support. "We pulled priority things out of both plans and have partner commitments and an implementation plan," Speake said, framing the staff proposal to convene cross-sector forums.

Members debated whether an initial forum should focus on transportation or housing. Supporters of a housing forum argued it provides a timely opportunity to engage with the Governor's task force and the forthcoming Department of Housing, allowing the salmon community to shape early implementation decisions and avoid putting development pressure on floodplain and riparian areas. Anne (member) said the housing conversation is timely, citing recent public debate and state-level moves; Kit and others supported a housing-first approach. Staff proposed a sequence of three forums: code enforcement (September), land-conversion case studies (January), and a housing forum (May). The land-conversion forum will feature case studies from Pierce, Snohomish, and Skagit counties that use lot-creation rules, density-fringe limits, and minimum-lot-size tools to limit floodplain development.

Staff will recruit subgroup leads in June–July to plan agendas and identify presenters, including local government, planning and housing task-force representatives, and developers where appropriate. The Partnership encouraged members to prepare quantitative, watershed-specific data to ground discussions and to help show tradeoffs between housing decisions and salmon-recovery goals.
