Chair characterized the item as a necessary step in the City’s application process: "This is a fee being charged by Norfolk Southern Railroad to do preliminary engineering on the review of our application to install a screen wall on Norfolk Southern's property along Indianapolis Boulevard from the Indiana State line approximately 2,500 feet going east." Staff will continue coordination with the railroad as required for permitting and design.
