Council creates full-time community center and event coordinator position over lone dissent

The Ludlow City Council approved Municipal Order 2025-1 on Nov. 13 to amend the Comprehensive Personnel & Pay Classification Plan by creating a full-time community center and event coordinator position.
Julie Terry Navarre moved the order, Steve Chapman seconded, and the motion carried on a roll-call vote: four ayes, one nay (Councilmember David Ziegler). During discussion Ziegler said he "does not believe the City needs a full-time community center and event coordinator." Other councilmembers argued the role would allow more programming, better outreach on social media and increased revenue opportunities for community events.
Council and staff said NKADD will manage the advertising and applications for the position. The first reading of an ordinance to amend the pay plan (Ordinance 2025-15) was completed during the meeting; the ordinance references KRS 83A.070(2). Implementation timing, job description details and salary grade were not finalized at the meeting and will return for further action.
