Ludlow council approves two-year interlocal agreement for Law Enforcement Navigator program

The Ludlow City Council on Nov. 13 approved a two-year interlocal agreement to join a Multi-Jurisdictional Law Enforcement Navigator Program that pairs officers with a social worker to handle non-criminal social-service needs.
Amanda Peters, director of the Northern Kentucky Office of Drug Control Policy, presented the program to council and said, "The City’s cost would be covered by the Opioid Settlement funds, approximately $25,000.00." The council later approved Resolution 2025-17 authorizing the Mayor to sign the interlocal agreement; the motion passed on a roll-call vote with all ayes.
Mayor Sarah Thompson and Police Chief Bart Beck described the program as a way to connect officers to trained social-service staff when calls fall outside law-enforcement responsibilities. Councilmembers said the arrangement would support officers and offer targeted help to residents without creating new recurring local budget obligations in the first two years.
The resolution was read into the record by Mr. Grote and was moved by Paula Graszus and seconded by Julie Terry Navarre. Council did not attach a separate funding ordinance; Mr. Smith and staff said the anticipated local cost will be paid from Opioid Settlement receipts.
The approval allows the city to begin contracting for navigator services under the interlocal agreement; implementation details and the provider start date were not specified at the meeting.
