Billy Trout, manager of taxpayer services, education section, and webinar host Katie Julian led a Tennessee Department of Revenue webinar that reviewed how tobacco-tax dollars were allocated in fiscal year 2022. Katie Julian said the department recorded $228,200,000 in tobacco tax allocations and that the "vast majority"—87.4%—was routed to the state's education fund.
The presenters showed a bar chart of FY2022 allocations that also listed smaller shares for agriculture enhancement programs, trauma center funding, and the general fund. Katie noted that tobacco-tax revenue decreased between FY2021 and FY2022 and suggested possible reasons—declines in smoking or that vape products are not covered by the tobacco tax—without assigning a specific cause. Billy Trout reiterated the department’s accountability measures around stamps and allocations and said the department will post slides and a video recording for further review.
