Vigo County auditor asks DNR for review after reports some conservancy parcels weren’t taxed

Auditor Larry Hutchings convened county and state officials after a resident raised concerns that some parcels inside local conservancy district boundaries have not been assessed a conservancy levy since about 2011. Hutchings said the problem was brought to his attention roughly a month earlier and urged a careful, legal approach to any correction.
"We got some homework to do," Hutchings said, urging staff to make sure any retroactive assessments are handled properly and that residents are not surprised by unexpected bills. He asked DNR staff to help locate missing contacts for three conservancy districts and to clarify statutory procedures the county must follow before changing tax rolls.
State and county staff described a planned technical reconciliation: county staff will overlay DNR shapefiles against auditor parcel data to identify parcels inside district boundaries that are not being charged the levy. One county mapping specialist said, "There are 1,745 parcels inside the Blue district" and that the auditor’s office and GIS staff are working to match that list to the parcels currently being taxed.
DNR staff cautioned that data issues such as parcel splits or outdated contact information can produce mismatches. County officials said they will not immediately seek retroactive collections without following court and statutory processes and will coordinate with DNR where districts lack active boards.
