Planning and Zoning Manager Ida Clark told the council that the Jerome Municipal Code currently lacks clear guidance on how to handle the condition of a building after it becomes vacant due to fire or other unsafe conditions. Clark recommended adding language to define "hazardous" or "dangerous" buildings and to establish a staff process that could include removal of transients and fines for property owners when violations occur.
Council discussion touched on best-practice codes from other municipalities, how non-residential structures (shops, detached garages) should be treated, and the interaction with new state ADU legislation. Clark said the JMC will be revised per council direction; staff noted the ADU-related code changes must be in place by Feb. 1, 2027.
