Jail Administrator Rod Williamson asked the board to continue an annual Memorandum of Understanding with the St. Croix River Education District (SCRED) to provide adult basic education and high‑school diploma/GED support to inmates. The annual cost is $15,754 and will be paid from the jail's inmate canteen/communication fund. Commissioner Steve Hallan moved to approve the MOU for the term July 1, 2026 through June 30, 2027; Commissioner Matt Ludwig seconded. Motion carried 5‑0.
The board authorized the Chair and County Administrator to sign the agreement; no additional county general fund dollars were requested for this service for 2027, according to the minutes. The MOU ensures continued access to basic education services for individuals incarcerated in the county jail.
