The board clarified the amendment would not prevent candidates from speaking on personal matters during public forum but would bar declared candidates from using the forum to campaign "by speaking either for or against an issue or candidate" during the election period. The board recorded the motion and the vote in its minutes; public commentators had earlier raised concerns about the proposed change during the meeting's public comment period.
