Colman-Egan school board approves development plan, will present it to City of Commerce

The Colman-Egan School District 50-5 board voted to approve a school development plan to present to the City of Commerce, Chair said during the regular meeting. The motion passed by voice vote after a brief staff presentation of the draft agreement.

District staff described the agreement's origins and scope. “We will run our water to the city water hookup,” the staff member said, explaining the district expects to handle the work to connect to city water and is “not expecting the city to do anything with [the] water main.” Staff said Jennifer and Rodney worked on the draft with input from the city attorney and that a sample from the City of Bryant (circa 2021–22) informed language consolidated by a Pitts representative named Doug. Staff also noted that arrangements of this type are sometimes paired with a tax-increment financing (TIF) mechanism, though they said TIF is not applicable in this case.

Board members voted to approve the plan “to present to the City of Commerce,” and the Chair declared the motion carried. The board did not record a roll-call tally in the transcript; the approval was announced by voice vote. According to staff, the board expects to learn the outcome of the city’s rezoning and annexation hearing before its next regular meeting, which is scheduled for June 8.

The board discussed but did not finalize several items the draft leaves as TBD until annexation, including rights related to hookups and other utilities. The agreement text and staff notes will accompany the development plan when it goes to the city hearing process.
