Residents cite transparency concerns and demand accountability during APC public forum on solar projects

After a motion to temporarily suspend the standard order of business passed on a 5–2 roll call, the Area Planning Commission heard over a dozen residents in a public forum about proposed solar projects and staff actions.
Jason Jean, a North Liberty resident, accused county staff of misrepresenting application completeness and said the group had “documented” contradictions in staff statements and legal memoranda: “These are outright outright lies that we have documented,” he told commissioners. Multiple speakers said they had asked for documents and received delayed or no responses and demanded that the commission investigate staff decisions. Marsha Vargo told commissioners, “We The People want accountability for decisions that are made,” and asked the commission to exercise authority to get answers from director-level staff.
Speakers described concerns ranging from property-value losses and visual impacts to road wear from construction traffic. Several residents asked the commission to require fuller disclosure of permitting documents and to clarify whether solar projects were being processed as agricultural uses or whether rezoning would be needed. Commissioners cautioned that the APC’s role is advisory for many items and reiterated rules for civil, nonrepetitive comment.
The public forum closed after more than an hour of testimony. Commissioners did not take immediate formal action in response to the accusations during the meeting; items were referred to staff for follow up and the commission noted they would not be taking votes on the forum comments at this meeting.
