During the May 19 special session, discussion focused on annexation, the Area of City Impact (AIC) and whether particular parcels—including areas identified as Cross Roads—should be annexed into Jerome City. Planning & Zoning Manager Ida Clark said Cross Roads remains in the AIC because city services are already extended there; she also noted the AIC was reduced to meet a two‑mile boundary requirement following renegotiation in December 2025.
Council members and staff debated annexing only contiguous parcels where water and sewer can be provided without constructing lift stations. Staff and council expressed concern about the maintenance costs and feasibility of lift stations inside new subdivisions; they discussed following existing utilities as a primary criterion for annexation and using development agreements to manage infrastructure responsibilities. No formal motions or votes were recorded; staff were asked to mark parcels on the FLUM for potential follow-up.
