The board approved a $75,000 planning grant (with a $18,750 match) for the City of Milton to develop a West Milton sub-area plan. Angelie Stonlicker, Milton's planning manager, and consultant Kristen Bryant presented the project scope: market analysis, target industries, infrastructure costing, zoning and policy recommendations to protect low-income housing while encouraging appropriate economic development.
"Milton is a city of 8,795 people that gets to straddle King and Pierce County," Kristen Bryant said during the presentation describing the area's mix of commercial, light industrial and residential uses and the opportunities presented by proximity to Port of Tacoma and proposed transit alignments. Staff recommended a $75,000 grant with four-month pre-contract requirements; the board approved the motion by voice vote.
Board members highlighted coordination with WSDOT and Sound Transit for sidewalks and multimodal frontage and the need to ensure any future development does not displace existing affordable housing. The planning grant is intended to identify concrete steps, costs and responsible parties to advance infrastructure and policy reforms.
