"Our board of directors has put a vision together," Moorehead said, describing a phased planning process that includes economic impact analysis, site selection and community focus groups. Staff recommended the grant with four-month pre-contract requirements and the board approved the motion by voice vote.
Board members praised the Spokane conservation district model cited by the presenter and noted the potential for long-term return on local investments through matching state and federal funds. The planning grant will fund a detailed readiness and feasibility phase intended to produce shovel-ready projects and measurable economic outcomes.
