The West Windsor Selectboard approved Ascutney Trails Association’s event application for the Flow State Vermont Mountain Bike Festival at Ascutney Outdoors scheduled July 22–26, with activities occurring July 24–26. The board also approved the festival’s DLL permit on the condition that liquor liability coverage be added to ATA’s Certificate of Insurance prior to the event.
Festival organizers and staff discussed emergency-management signoffs, additional Windsor Police Department coverage, overnight camping, and a potential amended site map to leverage new electrification of the AO polo field. Flow State Event Director Meg Schultz explained event training protocols for alcohol service and the planned use of barricades and 21+ bracelets to control on-site alcohol access. Town Administrator Matt Frederick noted the town will require confirmation of liquor liability on ATA’s COI before the event goes forward.
The Selectboard’s approvals were passed by voice vote with the condition on insurance recorded in the motion. The board asked organizers to share any amended site maps with emergency services in advance and to coordinate with the Town on police and emergency plans.
