Hernando County approves consolidation agreements to absorb Brooksville fire services; lease terms revised to include first‑refusal

The Board of County Commissioners approved interlocal agreements to consolidate fire protection, emergency medical services, and related operations between the City of Brooksville and Hernando County. The package consisted of three documents: a consolidation/service agreement, an impact‑fee handling agreement and a lease for the existing Brooksville fire station. County Fire Chief Paul Hasmeyer presented operational details and said the proposal would station an ALS fire engine and maintain an ambulance at the Brooksville station with a proposed start date of Oct. 1, 2025, at 0800 hours.
Chief Hasmeyer described personnel transition options and said the county had discussed pension and accrued benefits with the local union; the agreement includes language for recognizing seniority and offering training to meet county job descriptions. He also confirmed there is no current debt being transferred from the city to the county. Commissioners asked detailed questions about hydrant maintenance, impact on the MSBU fire rates, pension liability, the lease versus a purchase option for the station and whether an option to buy or first‑refusal should be included. The board amended the recommended motion on the floor to add a county right‑of‑first‑refusal for any future sale of the station and directed staff to negotiate technical lease edits before final signatures.
“There's a start date of 10/01/2025 at 0800 hours,” Chief Hasmeyer said while summarizing the proposed operational changes. The motion to approve the three agreements plus the added first‑refusal language passed 5–0.
