JFAC outlines judiciary budget: $103.6M appropriation in FY2026, enhancement requests for CASA and magistrate retirement

Senator Grow and Legislative Services Office analysts presented an overview of the Joint Finance-Appropriations Committee(JFAC) budget process and highlighted judiciary-specific items for the Senate Judiciary & Rules Committee. Janica Bisharat, Budget and Policy Analyst for LSO, said the Judicial Branch received a total FY2026 appropriation of $103.6 million, of which $77.8 million was from the General Fund.
Bisharat described FY2027 enhancement requests affecting Court Operations and Guardian ad Litem funding. She identified a General Fund pass-through enhancement of $77,900 for the CASA program in the Second Judicial District (in addition to an existing $224,000 pass-through) to cover a trainer/recruiter, auditing costs, office lease, and statutorily required insurance. She also reported a late addition related to the Senior Magistrate Judges Retirement Fund after statute added a $25,000 retirement bonus; seven magistrates had qualified, producing an estimated $1.4 million cost and a request for an additional $800,700 from the dedicated fund.
