Nightingale culvert and sidewalk work delayed; state payments and pending appropriation blamed

City Manager Jamie Booth reported that Infrastructure Fund year-to-date revenue stands at $137,000 of a $162,000 budget, noting the stream is about 25% under budget due to state payment and processing delays. He said those timing issues, combined with awaiting outside appropriations, have slowed execution of planned projects.
Booth said only $246,000 of a $795,000 infrastructure plan had been expended and identified a $210,000 legislative appropriation still pending for the Nightingale Culvert Project. He also noted limited execution on sidewalk repair budgets, including a $90,000 ADA sidewalk project for Keystone Beach and a $50,000 sidewalk repair program. The city has initiated scope-of-work discussions with ICE for Nightingale corridor sidewalk design with a $45,000 design budget.
Councilman Dan Lewandowski asked staff to add clarifying notes to the Infrastructure CIP schedule and to calculate millage scenarios tied to possible state changes that could affect funding.
