Keystone Heights reports $161,000 year-to-date surplus, staff told to show net 'total expenses'

City Manager Jamie Booth presented the May 2026 financial documents, reporting General Fund year-to-date income of $1,189,000 and expenses of $1,028,000 — a $161,000 surplus to date. Booth said the apparent surplus reflects front-loaded property-tax receipts and cautioned that expenses traditionally rise in the last quarter of the fiscal year.
Booth told the committee the city must transfer approximately $100,000 of property-tax increment to the CRA Trust Fund to complete the fiscal-year revenue picture. Councilman Dan Lewandowski asked staff to ensure the financial documents explicitly show “total expenses” (net income after expenses) and to revisit expected monthly property-tax income projections.
Booth also reviewed other funds, including the Infrastructure, CRA Trust, and Cemetery funds, noting variable execution against budgets and several projects awaiting outside approvals (see related articles). No public comments were offered during the meeting, and the committee approved the May 26, 2026 minutes by consensus, 2-0.
The committee asked staff to return updated financials and the revised formatting requested by Councilman Lewandowski at a future meeting.
