Columbia Ave. The applicant (RCJ Designs, LLC) seeks CS zoning to allow construction of a single detached house by special exception, avoiding the nonconformities that would arise from rezoning the parcel to a residential district adjacent to industrial uses.
Staff said the CS district aligns with the Employment land use designation and permits a range of small-scale commercial uses while allowing a path for the owner’s desired use. One nearby resident, Bess Kacharra, asked about signage and expressed concern that a commercial shopping development might appear; staff clarified the owner's intention is to build a single house. The commission voted 10-0 to recommend approval, forwarding the matter to the City Board of Adjustment for any necessary special-exception approvals for detached housing in CS.
