City attorney tells Tremonton planning commissioners their role, warns against private deliberations

Dalton Snehawn, Tremonton’s city attorney, opened the meeting’s substantive business with a briefing on the planning commission’s legal role and conduct obligations.
“Your role as an adviser to the city council… the city council by statute must consider your input when a land-use decision comes before them,” Snehawn told commissioners, laying out the commission’s advisory function and reminding members that deliberations must occur in public. He also advised against private communications among commissioners during meetings and explained that the chair may call police to remove a person who continues to disrupt proceedings.
Snehawn framed the briefing as general guidance rather than formal Open Meetings Act training, and said a deeper training session will be scheduled later. Commissioners used the opportunity to ask procedural questions, including how to restore order if an attendee becomes belligerent; Snehawn recommended the chair call the meeting back to order, warn the attendee, and if necessary request police assistance.
The briefing preceded two contested land‑use hearings later on the agenda, and staff said the reminder was meant to emphasize transparency during decision-making that will be relied on by the city council.
